Because if you choose to go crossplatform you have to make compromises thus the ps5 version would of been not as impressive, I know ppl say oh but the PC scales and it does, but how many crysis's do you see, i.e. games that can only run on high end PC's, bugger all.
I'm sure a lot of ppl brought it cause of the WOW graphics even if the core concept of the game doesnt appeal to them (thats why they didnt go for the 2016 one)
You have to make compromises for "lower hardware tiers", yes. You do NOT have to make compromises for the higher hardware tiers.
Everything is predicated on what you choose as your base hardware level. Everything can be scaled either upwards or downwards.
On PC, most developers choose to scale upwards because it's cheaper. But there's nothing preventing them from scaling downwards (as Crytek did with Far Cry and Crysis). This is more costly, but the results usually speak for themselves. In the case of Crysis it also shows that it's more risky, as that was predicated on where they thought CPU architecture and speed would be at by the time the title released. Unfortunately for them, their predictions which were predicated on Intel's claims for their Netburst arch. didn't quite materialize...
I miss the days when Crytek developed for a hardware target that wouldn't exist for years as opposed to most other developers who targetted years old hardware.
You don't even have to look to PC to see this in action. There have been quite a few titles that targetted PS4/XBO level of hardware that have been scaled down to work on the NSW. Many of these are titles that some users on this forum claimed would be impossible.
Nothing prevents Insomniac from releasing a version of the current PS5 release of R&C on PS4 if they wanted to. It would work just fine and play exactly the same. The graphics and presentation would take a quite obvious hit, of course, the gameplay would be the same and more importantly ... the PS5 version will still look exactly the same.
What's interesting about this hypothetical situation is that if this happens say 6 months from now, people will exclaim what an amazing feat it was that they got R&C to work on the PS4 ... and they would still think the PS5 version of R&C was "next gen" graphics.
However, if they released simultaneously, those people would think that the PS5 version of R&C was being held back by last gen ... even though it's the exact same version of R&C that people are now playing.
It all comes down to whether or not a developer wants to do it. And that'll be modified by how much time and effort they want to put into it. For some titles this may be a quick and easy thing to do, for others it will be more costly in both time and money (like scaling a PS4/XBO title down to run on NSW).
