Mgs2 wasnt build for the xbox in mind, but a port. Wonder how zoe2 would have been if it was done for the xbox in the first place, from the ground up.

Perhaps yes, vertex shaders most likely cant reproduce all that.
Can the vertex shaders do anything like animations etc?

They were quite limited at the time, but you could move vertexes and use them for skinning etc.
