What proof do you have that Pro sales 'cratered'? Please don't say Amazon's charts. The only source where we get sales of Pro is in Japan, where Pro is consistently 20-25% of all PS4 sales, which is inline with what Sony stated overall last year. There has been nothing to make me believe that number has dropped. In Japan alone, PS4 Pro has sold ~363K in 2017, which is over 22% of all PS4 sales this year so far.I was wondering when that would happen. Sony needed to do "something" as demand for PS4-P had basically cratered after the XBO-X launched. At least in the US. In other parts of the world it probably still had decent demand and likely still outsells the XBO-X.
Then again it may have cratered even before the XBO-X launch. Sales for PS4-P haven't been great in the US outside of its first 2-3 months. I imagine it declined even further after XBO-X came out, however. Of course, it's entire possible that XBO-X sales will mirror those of PS4-P, albeit with higher initial sales due to non-limited stock.

If we assume the 20% still holds true, and the fact that Sony sold 20.6M PS4s in the past 12 months, that's 4.12M PS4 Pros sold in the past 12 months, which does not include its launch month sales. XB1X sold 430K in its launch month in the US (which is most likely the majority of all sales)... it still has a lot of catching up to do.
Sony didn't really have to do anything, people in retail at ResetEra are saying that XB1X sales are already slowing significantly. MS is now even bundling their biggest 'exclusive' in PUBG for free. It has been proven that you cannot sustain high sales at $500. I fully expected XB1X to have a big launch, followed by a steep decline. XB1X is ~4.5x the power of the base system, a lot of existing Xbox fans are going to upgrade, not so much XB1X steeling customers from Sony/PS4 Pro.
Sony is simply running a temporary promo during the holidays, just as they are with the Slim. I wouldn't consider this a reaction to XB1X's successful launch at all. In the end, XB1X and PS4 Pro are both niche products. Sony/MS' bread and butter will always be their base systems unless they decide to discontinue them. I'm sure Sony isn't too concerned about PS4 Pro's performance relative to XB1X.
Also, there haven't been any supply issues for XB1X since late November. PS4 Pro also had (perhaps to a lesser degree) supply issues early on. Sony underestimated the demand for Pro at launch and undershipped a lot of markets in EUR. They didn't push Pro nearly as much as MS pushed XB1X, and probably thought it was a very niche product.
