Okay, long time ago. And it is as bad as I thought! No tearing fluctuating between ~20 and 40 fps with very erratic frame draws. that was also on timetrials. The proper race with weapon effects etc. drops lower. V-sync is costing a stable 30fps, but they may yet optimise up to that, or just lose the V-sync.
 
I have an early copy & the framerate is buttery smooth till now, and yes they have improved their streaming tech so no longer you have those mini loadings. [though installing ME1 on HDD got rid of those mini loadings completely]
 
Just done my own analysis - I see a big drop in torn frames, but it is still significant. It does look like a 30FPS cap, but sometimes I still see two consecutive torn frames, which is odd.

It's probably down to choice of clips (performance varies drastically from one minute to the next!), but I see a lot more than 7% torn frames in my video.
 
I'm talking of fps.

Sorry, your post was not clear as it mentions loading and not fps.

Anyway, Neogaf suggests that it improves the loading only. There is speculation that the textures are improved as well, but that is unproven.

I don't have the PS3 version myself to check. Maybe some site will add a comparison vid soon of the pre- and post- patch.

I just got done playing the demo. on my play through experience i seemed to notice very minimal tearing. in fact i went 1 whole hr guns blazing before i saw a slight choke in performance. it wasn't until i was on the sidelines gazing on the field while some trees got taken down where i saw a drop.

aside from the noticeable award alpha maps on the trees the graphics and performance seems pretty stellar.
