Well, this may explain the graphics some:
By far the most exciting aspect of Perfect Dark mentioned was the ability to use Xbox 360's camera to scan in the face and full body of one of the attendees for use in a multiplayer session.
When Xbox 360 and Perfect Dark are released, every gamer will be able to scan their own likeness into the game for the purpose of suitably representing themselves online. So expect to see loads of naked men running around in the game when playing on Live then...
Commenting on the Perfect Dark demo, one of the interviewees said "the gameplay was smooth - the weapons amazing", before confirming 22 weapons were available in the demo, ranging from guns to grenade launchers.
Perfect Dark Zero will also feature realistic, Halo 2-style graphics and will boast a jet pack collectable that will allow gamers to fly freely around levels, gunning down other players from above.

Being able to scan your body in is novel AND could explain some of the issues (poor models because they needed to be formatted to accept scans; low res textures because it is designed to accept 50 players scans of faces and bodies). So maybe there is an excuse... Destructable environments may also be a reason.
Though they say it played smooth while the IGN and viewer comments say it really chugged.

A flagship title should look great. Halo looked great at launch compared to anything on the PS and N64. Luigies Mansion was significantly better than Mario 64. Cleaner, more detailed textures, better animation, etc...
Don't forget Rogue Leader, a launch title, which like Halo, looked truley next generation at the time.

WaveRace was nice too. I am sure if we went back to every launch we can find a ton of good looking titles--and the flagship titles always looked good. Comparing the PS2 to the DC is not fair since they are not two different generations.
MS should have been evangalizing PC develpers. Valve could have made HL2: Aftermath, Quake 4, UT 2007 Footage, the new FarCry, BF2, CoD2, the new Sega game, a new Splinter Cell, on and on. There is a lot of smoking stuff on the PC, developers used to the HW, who could have shown more. This is a top of the line GPU in a closed box. There are PC games running on fair less so I do not think, knowing they needed to show stuff, that they could not get something up. If they could port an Xbox title in 6 weeks, what was holding them back? I guess Halo 2.5 in HD with high res textures and models would have looked better.
Maybe they are holding out for E3...
Thought: Just show VERY little. Let Sony show their hand first at E3, and then whack it home with the games... just an idea. If media outlets like IGN are confused why they showed this it cannot be good. Mags convey to consumers their thoughts... underwhelming them is bad.
