I could find that there were stories in July that Ferrari were poised to stop development. I think they stopped in August.According to quick googling, Ferrari stopped the developement in July

At least the team will go on. BMW should have realised from the start that they had to think less about getting a good price for the team and more about how people will view them. Peter Sauber is at least a racer compared to the corporationists at BMW.Looks like Peter Sauber has bought back his own team from BMW. It's not without consequences though, as the the roughly 400 employees working in Hinwil, Switzerland where the team is based will be reduced to 250.
Mario Theisen's involvement in the new team is unknown at this point.
The 13th team slot for 2010 is expected to be announced by the FIA on Monday.
