On this video (already posted before) they show the photo mode twice, once with the rain and once with the snow. Apparently you can take some altitude in order to showcase the environments.

Also you can modify the precipitation level on the fly, during the race.

I really don't think they have shown rain/snow from cockpit camera. You are maybe mistaking cockpit videos from pCARS.

Aw man that Norway snowy track really blew me away, it shows games like KZ and Infamous aren't even scratching the surface of what's possible on the PS4. Does anyone know do we get the Photomode via Day one patch?

All tracks and their variations in India [~11], 10 cars [2 from each car category]. PS+ version will be released at the same time as full game. Free cars [~8-9] and some tracks will allso be released during 1st year, weather patch will come before end of 2014.
