It's under the "System" settings. Although, it doesn't change much - it only causes your PS3 not to go the "what's new" section when you turn it on. It doesn't disable the ticker in the top right corner nor does it hide the what's new section.

I understand SCE's need for spreading the messages and maybe bolstering network revenue, but this just seems inefficient both as a UI element and as a marketing tool. If it can't be explored and is completely non-interactive, it's just a dead zone on the screen. Sure, it moves, so it'll take a couple of weeks before you can completely block it out, but that's what will happen. We're now learning that nothing there can ever be relevant, and even in the odd case where it might be, it's just a duplicate of something more functional somewhere else.Do you want the corresponding "What's New" icon to blink when it's highlighted in the ticker ? I am sure that can be arranged.

Everything just feels a little smoother and responsive than before. I think they've done some serious pruning and optimisations to the code. Perhaps getting things ready for a Google powered OS... lol.
I don't know if it's related to fw3.0 but I experienced a dramatic fps drop while playing KZ2 MP. It only happened once but I haven't played more than 45mins or so after fw3.0.
Played more than 380 hours of KZ2 MP and never saw such a dramatic fps drop before fw3.0 .

SCEA is aware of reports that PS3 owners are experiencing isolated issues with their PS3 system since installing the most recent system software update (v3.00).
I've not noticed any shift in timings/responsiveness on FW 3.0 here. I would expect the animated theme support (along with anything else running alongside the XMB) makes extensive use of threading anyway, so wouldn't expect it to delay the XMB behaviour at all.I do hope DeanA, archie4oz or Fafalada can confirm or deny some of these perceptions.
