Maybe it has something to do with a more complex environment? On the Sony system it is just 'games first' whereas Microsoft has far greater ambitions, so getting two virtual machines to cooperate and share resources may be a lot more difficult. The difficulty in getting things to play nicely together could be a cause of the differences in tools, a fire being lit under Sony's backsides also factors in, and there is also the question on when they finalized the design.
