Yeah that for sure happens.
I would say GPU-wise the game scales a bit like expected, but CPU wise, I think Forza Motorsport at launch is really in a bad position. For being so long in dev... it is kind of single threaded in a way that is shocking. I think many mid-range systems are not gonna like the game so much.

Weird because Forza Horizon 5 was absolutely fine, and that's a huge open world game! Different devs I know but surely they share their know-how

No matter what settings, tried to reboot the game several times even with low settings/ 25% render scale on a RX 7900 XTX / 5800X3D system w. 32 GB RAM

I double checked with other games, which seems to work as usual.
Guess we need a driver or game update or two.

Yeah i agree something is not right here at all. FH5 is crossgen title 3 years in development vs next gen only 6-7 years in development. In latest showcase they were talking about most advances shader ever but you cannot see it! As i said it dosnt look bad but still it is disappointed as expectations were much higher. FH5 beats is visually easily and its open world title!
 
the 2022 build obviously was running on high end PC, and maybe for parity reasons they toned it down a bit even on PC to look similar to the XsX version.
We'll have to wait for the RTGI update to better gauge the differences.
 
From what I´ve seen from yt videos the graphics seem quite uneven. I dont know much about real time graphics, but alot of it seem to depend on artistic decisions as well. Many times the game looks washed out, some of this apparently were due to a bug causing some gamma issue or something like that. But besides that, the color pallate looks too muted to my eyes. In many shots I just wished they would turn up the saturation and add more contrast.

Maybe one reason is that the real time procedural skies just dont look as good as HDRI captured in the real world?

I was looking at a GT7 FM comparison video, same track and car. In the cockpit view GT7 seemed to have more artistic flare. The dashbord hade this glow or something about it (it was night time), where in FM it looked like someone had put a model and texture of a dashboard in a game engine. The GT7 dashboard looked more visualy pleasing. I dont know which is more correct, but the GT7 looked more like i picture a dashboard late at night.

Many cars look very flat during certain conditions, just look at the FM/FMS5 comparasion picture a few posts up. The only part of the car where you can see any reflections is on the back. I´m looking at photos of yellow cars on sunny days, and maybe it would look close to that under certain lighting conditions in real life too, but I dont know. It still doesnt look right to me. Shouldnt we have some kind of sky reflection on the roof? Either way I think they should have made the artistic decision to make things visualy more interresting.
 
It's always about rendering budget and balance. Polyphony has always put priority on the cars and how they look, even more so now with full VR support. Crashes and damage are still lacking in GT7, Forza is better on this front, and that takes ressources.
