was the Elan present in the PowerVR 2? I didn't see the Elan in the list of Naomi's specs. It was definately present in the Naomi 2 however.

Elan was not part of any version of PowerVR 2. at least none that were released. Elan was present on the Naomi 2 board, it worked with two PowerVR2s - so Elan was only present on a board-level, with Power VR2,
not on a chip-level.
 
If VF3 had 9 months to 1 year of development time, done by AM2, and using a final DC development kit, I believe a very very close reproduction of the arcade could have been done.

According to Suzuki, Some of AM2 people that work on the arcade VF3 went to Genki, that's why AM2 handed over the project to them.

VF3 for DC suffers from alot differences graphically, slow down at the start of some stage and during gameplay :(, shadow breaking up on slanted ground, skinning around the joints was done poorly, some waving clothes are shorten, particles are lessen, motion blur looks different.

On the plus side, its higher res than the arcade.

add to that missing opjects (mostly background objects), lower quality textures, lower geometry in characters and background, lack of distance fog (especialy on shun's stage), and lower physics detail (cloth physics look to have less variation between lether and silk).

Elan is/was an "add on" chip that had an interface to the SH4 and two interfaces to CLXs (i.e. the rendering (+extra) chips of DC/Naomi 1). The Naomi2 thus had Elan positioned between the CPU and the CLXs.

Despite its quite impressive FPU performance (for such a small chip!), the SH4 was very often the bottleneck in the graphics system, and so we designed Elan to "offload" the T&L work. At the same time it would also distribute results to the pair of CLXs so that both triangle and fillrate of N2 (compared to N1) increased.

As velocity is a vector that is a complicated thing to answer. If you want speed, then roughly that of a 747.
