It won't work. The preorder would be for a PS3 title. The version released is a PS4 title. Clearly they're different products and the store is under no obligation to honour the contract. Sony nullified it, basically.

I don't even understand why Sony would mention the game unless they were confident it would be finished in the short term. They should just pretend it ever existed, let the studio work on it in the background, and show it when they have a launch date that's 3 months out.

And lose their new secret weapon? Now they can hold on to that game for when in 5 years from now they need to do another splashy e3 they can re-re-anounce it.

There's nothing special about this, they need exposure to get at least one full trade show cycle.
All major games are announced at least a year in advance. Quantum Break was announced in 2013, fuck ups happen.

Fallout 4 was announced in what, June? And it's out in November.

Announced in 2009, supposed to release in 2010. The studio's expectations was still to release a year after the announcement. TLG for PS3 had too many technical issues and it was shelved, the studio was shutdown. The game was canceled. (I'm not getting into list wars of canceled games)

Yoshida said the fans persistence helped them convince Sony to restart a new studio, and reboot the production of the game for PS4. So they waited to announced it a year before the expected release in 2016. The timing seems perfectly fine.
 
31.12.16? it is so close into being a 2017 title that you wonder if they choose that date because they are unsure they will make it for 2016
