If the swap file is big enough to contain the amount of data needed to be swapped out, it won't matter if it's exactly the right size, or twice as big. It simply won't make any difference. Hell, how could it? The extra unused space will be UNUSED, so how could it make a performance impact?

It's like saying wearing blue socks on match day makes your favorite team win; it can't possibly have any impact whatsoever.
