Bethesda Game Studio has been launching a new game every 2.5/3 years for 12 years now.
Their last game was Skyrim in late 2011, so it should be about time for them to launch a new title.
It depends on either Bethesda Softworks want a new Fallout or a new Elder Scrolls title.
Since Elder Scrolls Online just came out, I'd assume they put BGS working on Fallout 4.
And as predicted, the MMO craze that infected the Elder Scrolls franchise will postpone Elder Scrolls VI for an indefinite amount of time..
You do know there's Steam for PS3, right?
No, you can't play Steam games in the PS3, but the idea was to unify Steamworks between the two platforms.

That'd be incredible. I can't see how it's possible though, you'd need some serious CPU optimisations for it to work at all. Also, how do Sony financially benefit on the sales of Steam games? Nice idea. I don't imagine the Valve/Sony relationship is the best either.
