I think generally a small console is always more desirable than a large one all things being equal. I don't think Revolution's small size has any relation to facilitating an easier path to creating a portable based on that technology. Even if you could build a portable Revolution, you still would'nt be able to play Revolution games on it due to Revolution 12cm disc format. A portable console using 12cm discs doesn't sound too portable.

The media drive you will use on a portable device has not to be the same as the home console one ...

But imagine you can reuse the CPU, chipset and so on ...

That's true and the benefit is development familiarity since you're reusing the same chipset, however, the size of Revolution itself doesn't necessarily mean it would be an easier foundation to build a portable on. Generally speaking yes, but it's not the rule. You could as easily design a large console optimized for low power as a small console.
