The survey should be real, the content might not be. The odd thing listed is 900p 60fps, the wii u has 1080p for games (smash 4), this survey points out that the system outputs 4k, so not sure why 900p is listed.
Possibly they are going for an ESRAM based design that puts stresses on large frame buffer size. There are cost benefits as you go to lower nodes.Handheld? Could be 'minimum' 900p60 for handheld, and 1080p on console. Although surely it's up to the devs/games to target whatever on the handheld. If it supports 900p, it's surely got a 1080p panel as that must be cheaper to source.
The gamepad, I'll never stress it enough, is like a VR helmet w/o cutting yourself from reality, minus 3D though, it provides similar functionality with fewer drawbacks.

Did you see the mass media backlash against that 17year old youtuber who after talking with Amy Schumer at some award show then made a poorly thought out tweeted "Spent the night with Amy Schumer, probably not the first guy" to Amy Schumer. She replied disappointed, and he immediately apologized, but dozens of news agencies caught wind of the 1 tweet and jumped on attacking the kid. His youtube account has been tanked with now 90% downvotes in all his videos.

Personally, that rumour sounds like a 'streaming *server*'. You install your nintendo software on your server, and then play it on whatever device you want over wifi/cables. (remote play is 720@30, maybe NX is 900@60...)
That device could be sold to PS4/XB1 owners 'hassle-free', whilst also remaining relevant when the PS5/XB2 drop?
