No, F-Zero X doesn't allow vehicle upgrading. It really isn't needed...

Although FZX does allow you to do some basic tuning at the start of each race: You can choose from a small set of alternate vehicle colours, and you can set your own Acceleration - Max Speed balance.

Have you found out how many tracks in the arcade and gamecube they are going to be ?

I heard about arcade exclusive tracks and gamecube exclusive tracks, but I am unsure.

Also do you know if this one offer first person view ?

it seems like a new F-Zero is going to be shown in the next Nintendo Direct this month (september 2023).

That would be the only reason for me to get a Switch.

This was one of two moments from the presentation I literally burst out laughing.

The other being this pretty cool looking fantasy RPG trailer with this very dramatic and serious narrator and then the big title reveal at the end said, "Unicorn Overlord". lmao
