I'm assuming you are talking about bootskins. Try bootskin.com it's free. Also for cool win xp themes, go to themexp.com

To change the sounds go control panel > Sounds and Audio Devices > Sounds tab. To change the background color right click on the desktop > properties > desktop > color. To change the login go to xpthemes.com or http://www.wincustomize.com/. To change the boot screen refer to neowin.net's customizing windows forum section.
