Todd Howard: It's mostly the workload on us. Based on our Oblivion experience, it was clear that Xbox users were much more comfortable buying content, by a wide margin. It's a lot of work to get them ready for a particular platform and now that they've been so popular, we want to get them on the PS3.

It's not, it's irrelevant. Why are you cheerleading and defending a company that doesn't care a whit about you? What exactly is your perspective here, besides acting like a fanboy? That because a company brings good news that we have to ignore all the stupid crap they do? Or, what? 'Shh, don't ask why the Good Bethesda has decided to grace PS3 owners with DLC afterall or they make take away their generous offer'?
It's less stupid now that Bethesda isn't refusing to sell extra content to PS3 owners but it doesn't explain why they were doing it in the first place. I'm not really a fan of the Grand Unified Economic Theory of Moneyhats but still I'd like to know why exactly they decided to shovel on the BS like that.
I know Oblivion had a ton of mods on the PC. Did Fallout3 get the same treatment?

I could ask you, why are you guys are acting like fun-haters? ... and YES I love this game and am a fan and hope even more people can enjoy it and all the content the devs can make for it. it's that good IMO.

Well, considering that all 3 DLCs had problems, why not focus on just one, if that's the excuse?

Cool, but I'm not sure there is much value of leveling when you cannot raise your skills (above 100) or even attributes (above 10) especially when the world levels too.
Enemies do level up with you. As you hit different level ranges, though, they place in more difficult enemies. So as you level up you'll run into Super mutants, Super Mutant Brutes and Super Mutant Masters. Yao Guai and Deathclaws more commonly than bloatflies and mole rats.
although BS DLC adds new Ghoul reavers and other enemies who are frikken ridiculous to kill as you get to higher 20-30 levels.

From the Wiki though, before the DLC they seem to cap out at around level 16, for Tesla Enclave guys, I think.
That's exactly same as Oblivion level scaling, though I believe Fallout 3 also supports level locking once you enter an area or something.
I don't know what the enemy level cap is, but when I played Fallout 3 I maxed energy weapons rather quickly making one shot criticals plenty early on, though the game kept getting "more difficult" at every level and there wasn't anything I could do.
I was done with the game around level 16-17 though.
