No there are no vanillas any more this generation and there are three versions of the the x1300LE. A 128bit memory version, a 64bit memory version and a HyperMemory version.

No I am not, I am however sure that MSI card tested has 400Mhz memory chips and that the RV515 with 400Mhz memory is suposed to run at 450Mhz core speed. But it could be some kind of hybrid card with pro core clock speeds or the 450Mhz core speed info for the LE could simply be outdated.
 
There seem to be a lot of gaps in that pricing.

And, anyway, it's nowhere near confusing enough for an ATI product range. Expect twice as many SKUs and price-performance inversions aplenty.
