I'd bet on it, these companies keep tons of mostly useless business hangers on, aka people that don't contribute to the actual core product at all, as permanent staff while hiring/firing the people that actually make the industry go at all in endless cycles.
It's as stupid as it sounds, but a business type is more likely to consider their type of job way more important than some other type of job, and oh look who's in charge of hiring and firing.
Trying to redress this stupidity so the dumbass business types stop driving themselves and the entire industry out of business (witness Embracer/etc.) has become necessary at this point, there's little left to lose and much left to gain.
