In all seriousness, this downward trend is a bad omen. Does Xbox Live Arcade have any mindshare in Japan? If I were Microsoft, I would hit that hard, given the Japanese public's love affair with portable gaming. (I'm making a leap that the love affair is with simple games, not their portable aspect.)
