It's the official Satr Wars ATAT toy that was available in the 80's - I have one, and it's a great toy.

Just stuffed electronics into the inner cavity.

As for the head being too large...that's an Official StarWars TOY merchandise. It was sold in the 80's. I still have mine, somewhere in the attic. It used batteries to make sound-effects while the clear plastic guns lighted up and moved back and forth. The head lid flips up and holds 2 action figures.
