I think user reviews are based almost entirely on whether they enjoy the game or not. If you don't break it down in visuals, audio, story, etc., and just ascribe a value as to whether you like a game or not, ratings will either be very high or very low. Often I find games with like 1s awarded from users where everyone else has awarded 8-10s, which goes to show no balance in user reviewing. A great looking game with great controls and great audio that's just no fun will thus get higher mag reviews than user reviews, and vice versa, I imagine.
