Maybe we're talking about different things. It's takes longer to accredit (brutally penetration test and fix) COTS software for sensitive environments than the average game spends in development. The costs have to be higher. If you ever wonder why Government is "so behind" in terms of the latest software, this is why. It's a whole round of work that doesn't take place on software usually. That is above and beyond what it already done by the vendor, be it Microsoft, Cisco, IBM, Oracle, SAP.Nah, figures for traditional SE are exactly the same, I cant just paste those are they are in classic IT books - the analysis there is even more refined, but the numbers are (more or less) the same, as xN multipliers. THose figures doesnt include pentesting, just backtracking bugs, fixing costs, re-testing, QA, re-shipping etc.
Probably why so many dev houses, of a moderate size, are preferring to build their own bespoke engine.For my experience - trust me, an entire OS kernel is easier to crunch than a serious game. Even a well written one.
