If they have to cater for every single resolution out there then it will hinder the graphical performance of the system. It's best to make a game for a handful of resolutions, such as three, and taylor to teh console's specific strength's. Even if the 640*480 had 6X AA I think the 1600*1200 resolution would have a much harder time with the pixel shading effects. I could be completely off on this and if so someone please correct me.
Alright so why not create a system ideally suited for 1600x1200 and have the machine downsample the image when using a lower resolution display? Modern PC cards crap out amazing graphics at that resolution an r500 class or whatever it is GPU would look amazing at that resolution. I think it would be worth sacraficing a wee bit of performance relative to its time (I'd imagine that with a year to refine the hardware the machine would be as capable as the Xenon GPU in ever respect but be able to run at the higher resolutions without as much of a problem).
