No, first, TCS is locked to 7 for the untuned and ONLY for pad users.
Its greyed out and "7" in the options when you use the wheel, but thats a bug, its off when driving with a wheel. Otherwise, this wouldnt be possible: http://www.youtube.com/watch?v=FeJQ30SHl1I

This type of TCS though doesn't necessarily mean you can't spin the wheels. It's a slider, but in these extreme circumstances you can still spin it out. The reason that the car straightens out here though is because the TCS is still there. This generic, 10 scale TCS however is a driving assist that has little to do with how TCS works for specific cars. At least, that's my theory. ;) It was like that already with Simulation cars and TCS in GT3. Certain car combos, the AI couldn't even manage to drive around the track on simulation tires, despite the garage editor showing that they had TCS set to 5 or something.
 
No, when you have the TCS enabled on 7, you cant do these donuts (that the car straightens out there is because the guy who made that vid didnt do it right, he wanted to complain on GTP). Im a member of the two biggest GT communities in the web and they both confirmed what i wrote before.

Try it out for yourself if you have a wheel, take the untuned car and bring it to halt.
Then fully accelerate and watch the gauges on the bottom left of the HUD.
There is a "bar" that shows you how much you accelerate or brake, the accelerator "bar" shows both how much throttle you give and what the car is doing. When the TCS is enabled you will see the bar in red (this is your input) with a white bar overlay (this is what the car is actually doing), for comparison you can drive on the grass and try it out there, because the game has an automatic TCS on grass (unfortunately).

There will be 16 cars in the game, 16 players online were confirmed not long ago, i doubt they have to decrease the number for offline racing. But i could imagine that the number of cars will be different for some events.

I meant any footage seen previously of the Nord were only 8 car races. Jut like Prologue for sure this will differ from event to event.
 
The real life footage is from a different season and without proper preperation though.
The track doesnt look that much different from GT5 when its prepared for the F1 GP for example, this also shows that GT5 isnt as "bland" as some people say.
 
Sounds like you'll be able to race against your real life time in GT5 to me (and view your real lap in a GT5 replay), that's what I get from GTplanets description anyway.
 
^^ quite hard to make out screen tear and framerate hickups from a low quality of screen youtube video that is recorded at half the framerate of GT5 to begin with. :)
