That makes sense, my quote was from another site, fixed....The line you quote is missing the word 'finalized' but it doesn't matter because the dev kit and test kit out now can be used to finish games per the leaked Neo PDF.
Finalized just means mass produced and in the case of the test kit, a retail shell like the PS4 test kit. The last proto PS4 dev kit was very similar to the final one. Externally it lost one of the pseyes and gained a USB3 port
but I doubt that anything on the motherboard changed.
There should be leaks before the 7th September, everything leaks weeks before official unveiling, right? So we should already be getting some blurry photos of the Neo.
