Well, I'll be damned, but I don't see any background shimmering. If you are talking about the slight floor shimmer - I think that is because Japanese developers don't like to overuse mip-mapping and blur the distant textures completely (see DOA3 for an example of mip-mapping being used but not overused) SC2 does use mip mapping in all three versions As far as I've seen in pictures.
