Sony and Microsoft are using Navi architecture (7nm), along with some specific customizations to the CUs on handling RT acceleration for their respective products architectures. AMD stated months ago in their slideshow that "RDNA2 is used in next gen consoles" among other things, so unless they lie, that is what we get.
Aka optimism for better optimizations
I would bet my money to the B), wait 3-5 years into the gen and ps5 will output similar graphics vs 2080 now/then. If we are lucky
Quite far away? Are you confusing 2080 with 2080ti?They also stated 7nm (not 7nm+) for next gen consoles, didn't they? Most likely console gpu's are hybrid RNDA/RDNA2 based, seeing the timeframe etc.
The highest end chip AMD has now is the 5700XT, that most likely won't be in consoles in raw power level. Even if it does, it's quite far away from a 2080. I think it's not really realistic, in special today where optimisations have gotten better across the board.
It's the most and only interesting season of a next gen console launch!

I acctually think that it will clearly perform equally or better and there are games on the PC that alreadyshow that potential.
With optimizations the difference about 10 fps on most games shown will be matched that's a given.

X1X is smaller than OG XB1.The bigger the box, the more you risk ending up with a "honey you're not putting this thing in the living room" kind of problem.

At best, ~10.5TF GPUs and 2.8GHz CPUs
