It's just dithered hair/A2C not unlike FF13, and all versions have it, actually. You can see it more when he's running later on in the video. The shit compression doesn't help, of course.
IIRC, that dithering was always there, even with early media.

My takeaway from those videos is that MGS5 is a damn good looking PS3/360 game basically.

The DLC is for Phantom Pain. I am guessing some kindof trivial skin in the lines of 'i have already played GZ'. Maybe for th eonline portion of Phantom Pain,
