Well by the whole region they might mean Europe in general. Sure in individual countries maybe the PS3 is more popular but put them all together and overall the 360 might be selling better. The better PS3 sales in smaller countries might be enough to be enough to overtake better 360 sales in bigger countries, e.g. UK...
Microsoft announced today that Xbox 360 sales surpass PlayStation 3 in all European countries since three weeks, according to GfK-ChartTrack sales numbers. 7 million of Xbox 360 have been sold in Europe since December 2005.

Xbox 360 currently has a combined lead over PlayStation 3 of around one million sales across five key European territories - the UK, France, Germany, Spain and Italy.
That's according to GfK Chart-Track data seen by Eurogamer that shows like-for-like sales of console hardware across October and November.
The installed base totals suggest that Sony is catching up on Microsoft, which launched Xbox 360 over a year earlier than PS3.
But following a price cut in September, Microsoft's figures have jumped and the platform holder can be confident of holding its lead into the New Year....more...
Does it lead in all those European countries ? Because I have the feeling that the difference has been made for the biggest part in the UK. Can't imagine that the 360 in Italy or Spain have a lead on the PS3.
IIRC XB360 had a million unit headstart or thereabouts in the UK but PS3 led overall in the PAL territories. I don't think XB360 has gained the ascendency in Europe overall yet, unless there has been a marked change since the price drop.

They "cherry picked" the top 5 countries that represent 90% of all video game purchasing in Europe. Does it really matter how it fared in the remaining countries of Europe? Now, Sony lumps a very large part of the world in with Europe when it makes sales announcements about this region, but even so, those sales will be dwarfed by the "big 5" European countries.
