I don't know about best but it's definitely incredibly consistent. I think both HZD and U4 edge it out at their best but God of War is more consistent than either at what it does.
 
Yeah, characters look like plastic dolls. Other games are better in their best moments.

Disagree, there's nothing "doll-like" about this:

Stylized, sure. But not plasticy. Every other game breaks down if you put the camera that close(God of War included), HZD retains detail like crazy.
 
Aloys textures can be very well but I still think of plastic dolls in Horizon Zero Dawn. They don't seem as human to me as in some other games. Of course Horizons details are often very good.

From what I’ve seen, Kratos still has a lot more intricate details than anything I’ve seen on Detroit. That’s not even considering the huge number of different items he can wear, all with a lot of details.
 
One thing I like about QD's game is that they always match up to their initial tech demos with their retail games.

I remember how we all thought “Nah that’s UMPOSSIBLE!!!1!!1” when that demo came out.
Then look at the amazing tech we got these last two years alone.
Insane.
 
Models are really great and lifelike, you'll see in few days. They can really covey a lot in conversations with only precise minimal muscle movement. Cage really delivered on his promise that more visual fidelity will achieve showcase of more emotions. Game is full of those little magic moments, and camera is not afraid to linger very close to char faces.

IMO, PS3 Kara demo was surpassed by what they managed to do in Beyond.

Agreed, Beyond was pretty much one of if not the best looking last gen game and I really have to commend QD for their ambition and tech prowess.
