It does that for me too sometimes, damned if I know why. Most often happens with automatic updates, I'll go to the download screen and see something just sitting there, suspended, and from the date of the update it might have been like that for days even, and when resuming it'll just get stuck again.Even now, after I posted here, it went into "Suspended" again.
Steam desperately need a way for customers to indicate they have the same problem with a game ... sure, they can't afford to provide support for individual issues on old games ... but I'm trying to play CoH now and I see a lot of people with the exact same problem as me, and clearly an installer issue (localization can get thoroughly fucked up). If I could just bump one of them with "I also have this problem" Valve could put in a threshold to at least be notified of atrocious problems.
One of these days they are going to get sued over the level of support they provide ...

Steam sales stir the inner gaming pack rat collector inside, no doubt. Not exactly the best week to download the whole collection tho. For me, I buy something, it reminds me of something else I have, I want to download both, then I remember something else.... It's a pyramid downloading disaster...didn't stop me from migrating Steam from 200G HDD over to 750G and downloading nearly everything I had on my account to it during the sales over about 4 days and nearly fill the drive
You can try changing to another download server perhaps?

I connected to some overseas servers to try to get some speed. I noticed that some of the big Euro servers lost most of their load during the night over there. It was faster than the 100KB/s of Chicago. Chicago seemed to be imploding under the pressure as sometimes downloads would just stop for a time.
Valve needs to about double their infrastructure for these sales events somehow.
Can I let others take care of that?Buy more stuff from them.
