They're on the Japanese store only.

Sony put 19 PSone games up on the Japan store today. Apparently they update the PSone library once a month there, but if every update was like this, they at least do big ones. Hopefully SCEA and SCEE can get their asses in gear and start expanding their PSN PSone libraries in similar numbers.
