This is horrible for 14nm.

Compared to older AMD cards it performs better in tesselation heavy games.

There are rumors of a full Polaris with 40CUs instead of 36 and with More rops. So we may be seeing discarded dies that are more power hungry for the salvage part.

A 64 rop 40 CU Polaris could be faster than the 980ti considering many times the rx 480 beats a 980.

We will have to see what the next few months bring

The power efficiency of AMD tech is disastrous, really. Polaris at 14nm is slightly worse than Maxwell at 28nm? If the trend goes on like this at one point it's going to be advantageous to have Nvidia in a console even if those are more expensive and all.

So far as I know, the Neo will have the advantage that the AMD chip (as with Vega) will be produced by TSMC and not Global Foundy. Global Foundry still seems to have problems with the 14nm manufacturing at the moment.
However, the high consumption of the RX480 is also a problem of AMDs design. An Nvidia level cannot be reached even with TSMC.
Let's see if that's true with the Neo 5.5 teraflops. With the current Polaris card it will not be possible with 150 watts. Neo will also not have the energy saving HBM.

The later published RX470 will have a higher efficiency against the RX480. AMD wanted to meet/surpass the GTX 970 with the RX480 in terms of performance. And there were maybe unexpected problems with the Global Foundry chips. That could be why they raised the voltage around 0.1.

It is strange why Vega and the possible Neo chips despite obligations to GF, AMD will rather produce them at TSMC even if they have to pay punishment to GF.
AMD " beats " the card with the 1350MHz clock too. NVidia depresses AMD with its huge clock advantage mentally.

I like the way that throttling in Polaris is now inferred to be merely "the absence of boost".*

*With added mobo death.
