Yes, you can delete a download. Not sure if there's a pause. I have pretty decent interwebz (~30 mbps down/7 up) and I've never noticed any issues with downloads affecting online gaming.
 
So I can't actually stop a download, if I wanted to?

Correct, you cannot pause a download to allow others to take priority and then resume it later. You can completely remove it from the queue as damienw mentions.

About those rumored 8Gbit GDDR5 chips planned for mid-2014, going perfectly well with this rumored PS4 new revision.

Could they simply replace the 16 4Gbit chips with 8Gbit chips in the devkits in order to finally have 16GB to easily load the devkits software tools along with the debugged game and being finally able to use 7GB for games?

It would explain why Sony was so eager (since june 2013) to produce 8Gbit chips.

They removed rumble bug & error when uploading saves to the cloud, and they expanded party chat size from 8 to 16 people.

At least that was found for now.

The cloud upload thing was very annoying. Rumble bug?
 
Rumble didn't work when you first turned on your PS4. Turning the controller on and off helped most of the time. But it was annoying because I personally noticed it late, thinking something was weird. I really like rumble because it physically connects me to the game actions, btw.

Oh, I never even noticed and I spent a lot of time playing WATCH_DOGS last week! I guess rumble just didn't a big enough deal for me to notice when it's gone!

What! One of the things that WD really gets right is using rumble in conjunction with screen shake to create a sense of power for the vehicles in the game especially when mashing the gas during take offs with muscle cars.

But may be thats why I usually hit a light pole, a couple of trash cans, a mail box, a few benches and side swipe about 6 cars every time I take off.

I guess for me, both the sound and noticeable increase in speed is enough to convey the power of the vehicles. Except for that tiny electric thing that can almost do 90 degree turns :)

Nah, I talking about at take off, the effect is minimal if the wheels aren't spinning.
