Yes, the new "water splashes on the windshield" effect is done really nicely. The mud splatter, dirt smudges, fire and crashes have all been improved.

Over time, you mean before it was released. The videos I see of MS2 now look great, helll MS still looks great, just give me cool maps and splitscreen.

MS looks much better than the first shot. The second screenshot isn't the best way to show that. If you'd played MS then you wouldn't be saying "meh, they dont look that different".

One has to watch the first real time videos versus the final game to see the difference for sure.

And there is a difference.

They don't look alike and you need glasses.
I guess what you wanted to say was that comparison doesn't necessarily mean Motorstorm gfx got visibly better with time, which I could agree with.

PS. Have they even put the deformation in MS2 yet?? I have a picture where instead of deformation its a low-res print from the tires on the ground :/

You mean the type of incar view like GT5P and deformation of cars or ground?
If you look at the Evolution Studios visit by Eurogamer there is mud areas and tracks in the mud just like in Motorstorm 1.

I see it...but I'd expect there to be much more mud coming out of the water.
