Well you could download the Internet Exporer Administration Kit, which should let you do all this kind of stuff.

How to manually change toolbar title in IE
I was searching to fix this myself and found the registry key on someone's printout of their registry. So, thought I'd post where to change this. It worked for me.
Click Start button, click on run..., type in "regedit" (without the quotes) hit enter, look for this key:
My Computer\HKEY_CURRENT_USER\Software\Microsoft\Main
On the right window, scroll down to the bottom and right click on "Window Title"
choose "modify" from the list. Under "Value Data:" type what you want it to say in the toolbar, click ok and close the registry.
If you don't know what your doing with your registry (like me half the time) make sure to make a backup first. In the registry editor click on "file" and choose export. Give it a name you'll remember like backup.reg
