I think PAL GC games don't have the option for Pro-scan, never had. So if you buy a PAL GC and PAL games, u won't be able to, unless there are hacks to make it work, which i have not heard of. Or chip it i guess to make it work with NTSC games.

If you want 480p, then you need a GC with the "Digital AV" port (a shelf warmer or used from ebay), NTSC software and a component cable. In case of a PAL GC you also need a copy of Freeloader, how to boot a PAL GC into progressive scan read this.
 
You and me both, I'm still debating over whether I'll import one or just wait until it gets released locally.
