Hasn't it been almost 2 years since the 290x launched ? Perhaps respins and so much time getting tweaked allowed them to get the tdp down that much
but when was the last set of 290s made ? they may not have produced more in monthsThat would probably manifest as a decline in power consumption among the 290 lines as well.
That level of improvement would be very significant for a mere tweak, unless something was very off at the characterization or power-management level. The 7970 to 7970 GHz is an example of a GPU tweak, but the improvement didn't seem to match that kind of power reduction. The Jaguar to Puma transition introduced actual turbo and better power management, but that was a case of the implementation being substantially broken in Jaguar.
