Yes, but most tv's only have one RGB enabled scart connection, which I have reserved for my dvd player.
s-video is convenient so that most AV receivers have ability to route several s-video devices through it.
 
Few tv's in Europe support component either, only lately have the big screens started to support it more (well, for a couple of years).
If I'd have to replace my tv that would make the GC too expensive for me.

Plus, the newer PAL cubes had their component out disabled...

unfortunately it's hard to find a decent SCART switchbox.

most only support RGB on one socket.
most are not shielded

for 30 € i found a manual 3-scart switch with RGB on each socket, unfortunately it shielding is bad and the PQ is somewhat damaged.

the satcure one has a good reputation, it's manual and RGB-compatible
