I'm pretty sure 1-2M bought all the map packs, the rest has access to 15 maps as of now. Nine new maps is still not enough for a new release, but then again the game is not full priced in Europe, it seems that you Americans are ripped off this time.
Not knowing the exact numbers the problem is that statistically those most likely to utilize and get value from those maps own them. If 8-9M Halo 3 owners don't own those maps the likelyhood they will get much value from them with ODST is pretty low. Those who own them are the ones who would have benefits from additional content and they essentially get 3 maps which is by all accounts pretty pathetic.
This wasn't such a big problem when ODST was being pitched as an expansion. At $40 for a 4-6hr campaign, FireFight, and 3 new MP maps this would be "solid" release and a "great deal" for those who didn't get DLC. The fact ODST gameplay doesn't even migrate into MP, basic issues like custom game browsing isn't introduced, and by all accounts this is an expansion it really does seem like milking the Halo brand.
Again, I think this will be a LOT better than most new $60 releases. But I come to expect more from AAA franchises and I expect a lot from my $60 purchases. Looking at the value of Trials HD and BF1943 for $15 each ODST leaves a lot to be desired.
But for the Halo 1 fans, those who didn't get the DLC, Coop gamers, Halo fanatics, and those who haven't experienced Halo 3 at all this is a good deal. It just doesn't address the Halo 3 owners who play the game a lot who have sunk a fair bit into DLC already. It definately is milking.
