I think Xellos is stronger due to his previous efforts topping that of previous monsters. The fact that Xellos had taken out 1000+ dragons in a single stroke proves that he is one of the most powerful beings in the world. There is also the matter of golden dragons being afraid of Xellos which was shown during the last few episodes of the second season. For a mighty beast like the golden dragon it is almost impossible for someone to threaten them into doing something. Is there evidence to the contrary?
