It had polygonal enemies and apparantly weapons that could be powered up or switched or something by using the touchscreen... There was quite a buzz about it on the console board before it was released in japan and then things got really quiet.

Could you be referring to Nanostray ? If yes, it is available in all regions as far as I know

It was recently released in Japan last month.

i just want to point out that nanostray is made by the same team that did iridion 2 (GBA), and that game is fantastic.

Nanostray is a pretty solid game if you like shoot'em ups. It's not too hard in "campaign" mode, but it has great replay value if you like beating your own score (you can also upload your scores on the Internet with codes to compete worldwide).
