I was under the impression DX9 is going to be tied to Longhorn. Otherwise when Longhorn comes out there will be virtually no PC's capable of running it. Especially entry level Intergrated graphics type PC's which are the majority sold. Also there is some talk that the reason behind it's delay (is there a delay?) is that Intel does not have a solution that supports DX9 anytime soon. DX10 maybe scheduled for a similar timeframe to Longhorn but i'm sure DX9 is the API tied to it as a requirement.
I seem to remmember that either Parhela(?) or P10 was thought to have the hardware required for it and they are only partial DX9 parts.
