IIRC, Al was one of the folks who lobbied to get funding for ARPnet to get up and running. It's ridiculous how this was twisted into other things, as for achievements, the guys pretty smart.

Oh, I doubt it.

Arpanet came on line in the late 60's, early 70's, while Gore was hanging out taking pictures in Vietnam. TCP/IP, FTP, SMTP, etc were all invented years before Al Gore made his first appearance on the US Senate floor in 1984.
