Okay, Dubai is temporarily free to play as the Starter Pack description doesn’t mention it:

Has a CP2077 vibe to it. Requirements (if accurate) arent high either seeing the Steam info page.
Is Hitman a better experience in PSVR? I haven’t gotten around to any of the modern ones.
Hitman 2 is a PS+ game this month, and you can play it in PSVR by claiming it along with the free ‘Hitman 3 Starter Pack’ and ‘Hitman 3 Access Pack: Hitman 2 Standard’ (or whatever it’s called).

couldn't stand h3 in vr (strong sickness) but many people praise
the free packs seems region specific. the pack that includes hitman 3 for free is not abailable in my region.
