Red Faction Guerilla engine - Wow!

hmm... I saw the video and while it definitely didn't hit it in gameplay situations, I'm almost positive it does hit 60fps at some points (e.g. looking into the sky).

Thats about the same as reporting gas usage for a car when in idle, completely irrelevant.
 
On a purely technical level, it is relevant. If a game achieves greater than 30 fps in some rare fringe cases, that's still proof that the engine isn't locked to 30 fps, and the apparent lock in-game needs to be explained more accurately than 'the game is locked to 30 fps'.

There's certainly no vsync as the game tears like mad.

There must be something keeping it at that solid 30fps though. Games don't sit at one framerate that stabily. My guess would have been vsync since its locked to 30fps when between 30 and 60 but then jumps up to 60 when the internal framerate exceeds that.

But if its tearing that would seem to preclude that.

Come to think of it, is there any proof that it ever goes beyond 30? even when looking at the sky? Seems to me the most logical answer is simply that its frame capped at 30fps.
