STMicro does have its own fabs, in fact Kyro I at 250nm was manufactured by STM themselves...
Kyro II had to be outsourced to TSMC for 180nm... AFAIR that's part of STM's problem with the PowerVR license, it's embarrasing for them to outsource a chip to another foundry when they have one themselves, just because they don't support the new process yet.
